Joe started Blacktail in June 2022. Within 18 months its geothermal wellhead systems were running in the U.S., Guatemala, Kenya, and the Philippines. He began as Lead Wellhead R&D Engineer at Cameron, a Schlumberger company, bringing new API 6A wellhead technology to market, then ran the Artificial Lift business at The Weir Group. He built Mesquite Technologies, grew it 489%, raised $1.5M in seed and Series A, and sold its hardware and software to NOV in 2024. MBA from Rice. B.S. in Mechanical Engineering from UT Austin.

For more than a decade he has built equipment that has to hold up in the field — pressure-control systems, wellhead equipment, and modular power — across oil and gas, geothermal, and distributed power. At Blacktail he leads the geothermal wellhead technology and the modular Organic Rankine Cycle (ORC) power concepts, and owns how a project moves from engineering to built.

Blacktail Energy and RayGen Execute Strategic Agreement to Advance Multi-Asset Hybrid Power Project in El Paso, TX

Collaboration targets an initial 20–30 MW ORC and 40–50 MW PV Ultra deployment within a contemplated 1,220 MW hybrid energy hub, integrating geothermal, solar, long-duration storage, and natural gas under Blacktail's #GoodEnergy commitment.

As the Borderplex region experiences surging power demand driven by Fort Bliss, residential users, and an emerging data centre corridor, Blacktail Energy Holdings Inc. (“Blacktail”) has executed a strategic Memorandum of Understanding with RayGen Resources Pty Ltd (“RayGen”). The agreement establishes a framework to integrate RayGen's photovoltaic (PV Ultra) and long-duration thermal storage (Thermal Hydro) technologies with Blacktail's power platform at the 4,480-acre Blacktail Acreage in El Paso County, Texas.

The acreage is being developed by Blacktail as a multi-technology hybrid energy hub with a total contemplated generation capacity of approximately 1,220 MW across geothermal, solar, long-duration storage, and natural gas. The site benefits from 4,480 contiguous acres of privately held land, significant geothermal potential, abundant solar viability, existing natural gas pipeline access, and proximity to Fort Bliss and the broader tri-city Borderplex region of over 2.5 million people.

RayGen Chief Executive Officer, Richard Payne, added, “RayGen's PV Ultra and Thermal Hydro technologies were built to deliver dispatchable renewable power wherever the grid needs it most, and the Blacktail Acreage's strong solar resource and position adjacent to growing industrial and urban demand make it an ideal place to demonstrate that value. Blacktail's geothermal and ORC expertise is highly complementary to our storage and generation platform, enabling a unique technical integration between the two systems. Under the agreement, a Joint Technical Working Group will examine key integration and shared asset utilization opportunities, including:

  • Domestic ORC Package Supply and Integration: Exploring Blacktail leading the supply and integration of Organic Rankine Cycle (ORC) systems into RayGen's plant at the Blacktail Acreage, leveraging Blacktail's ORC supply chain and integration capabilities.
  • Secondary Heat Re-Use: Utilizing secondary heat from the geothermal resource as a supplemental thermal input to boost overall efficiency for RayGen's integrated power plant.
  • Dual Cold Reservoir Utilisation: Utilizing RayGen's cold reservoir as a temperature sink for Blacktail's wider geothermal resource to improve constancy and operating efficiency.
  • Initial Phased Deployment: Advancing engineering for an anticipated initial RayGen deployment comprising approximately 20–30 MW of ORC capacity and 40–50 MW of PV Ultra capacity, with the potential to scale alongside the broader Hybrid Power Project.
